applets are no user program, no utility, that's why they are in /usr/lib
and not in the PATH. They are extensions, auxiliary things, for the
panel, and do not need manpages.

Moreover there is nothing special to document which would be of user
needs. Applets are documented using yelp.

BTW, closing similar bug for applets included with the panel.
