Reproduce the error

1. Open "Keyboard Shortcuts"
2. Click on a line in the listbox, for example
"Move between windows with popup"
3. Press and hold left alt key and press down the tab key and release both.
Expected result: Shortcut <Alt>Tab
Observed result: Shortcut Alt_L

Workaround
----------
A workaround that sometimes work is to hold down the modifiers before
clicking on the shortcut to modify.
Another problem that may be related
-----------------------------------
When using shortcuts that contains <Alt>, Gnome doesn't detect the
release of the keys. For example the popup that is displayed by the
"Switch to workspace on the left" isn't removed when I release all
keys.
