On upgrade this morning, I ended up with the gnome-settings-daemon issue
(which may have something to do with XKB; I haven't bothered chasing it down
further once I discovered that /usr/lib/control-center/gnome-settings-daemon
& was a workaround).  I mention this because it's possible that it affected
the panel applets (or is affecting, as the settings daemon was started after
the panel, after login).

All my applets are gone.  On startup, I got an error dialog: "The panel
encountered a problem while loading "OAFIID: blah_blah". Details: Unknown
CORBA exception id: 'IDL:omg.org/CORBA/INV_OBJREF:1.0'  Do you want to
delete the applet from your configuration?"  Selecting Don't Delete pops the
same message up, until I give up and allow it to delete.  It did this to
every applet in my configuration.  If I attempt to add an applet back in, it
displays the same message.

Interestingly, this does not happen if I log in as root (either via gdm or
via Xnest).  Neither does the settings-daemon problem.  Likewise, if I
create a new user, there's no problem.  One obvious, if completely
unacceptable workaround, is to blow away all of my configuration and start
over (sort of completing the job of destruction that the upgrade started). 
All users use the same wm (sawfish).

Launchers are not affected.  Menus and drawers are not affected.  Only
applets seem to be broken, and *all* of them are broken (otherwise I'd
report on applet problems; this seems to be a panel problem, somehow, or an
interaction of the settings daemon problem with the panel or with the panel
and applets or with the phase of the moon (that applet isn't working either,
of course) or something).
