The system locale is ignored when displaying ID3 tags (these don't store en=
coding information) containing non-ASCII characters. For instance, I have t=
he LANG environment variable set to es_AR.UTF-8, but Rhythmbox displays the=
 UTF-8 multi-byte characters individually. Unfortunately there is no proper=
 solution to this problem other than to forget about ID3 tags, but I think =
it'd be sensible to respect the LANG setting and use that encoding.

I don't know about the more modern ID3 tags formats, but Rhythmbox still di=
splays files containing both tags unproperly.
