Bug#248792: wireless-applet: Don't change width depending on percentage

When the wireless applet shows 100%, it gets wider, moving the applet next to it
over a tiny bit.  The applet moves back when signal strength drops below 100%
again.

The width of the applet should allow for this variation at the beginning.
