Bug#249047: metacity: application's take focus even though it is set to click

When I run mozilla Firefox, and have either a gnome terminal or gaim open, 
when a page that has a meta-refresh loads in mozilla, it brings mozilla to the
top, and forces the application I was working on to the back.

Oddly, this appears to happen only when I have the alt-key or control-key
depressed.  usually it happens while I am typing and switching a tab in gaim
using alt-1 and the other page (news.google.com or whatever) happens to 
be reloading.

I have restarted gdm, rebooted the machine, but it seems easily reproducable
on my machine.
