Bug#249384: gweather-applet-2: Doesn't support SOCKS proxy set in global "Network Proxy" dialog

To reproduce bug:

1. Load gweather-applet-2
2. Set location etc. etc.
3. Set a SOCKS proxy in "Network Proxy" prefs
4. Reload gweather-applet-2 displayed weather - shows "? --"

Seems it doesn't support SOCKS - perhaps it should only pay attention to
HTTP proxy setting?
