This is documented in the README.gz:

* GTK+-2.4 now requires version 2 of Xft; old fashioned core X
  fonts are no longer supported.

Thus, GDK_USE_XFT is always effectively set to 1.  You want to fiddle
with /etc/fonts/fonts.conf
