/usr/share/doc/sysv-rc/README.runlevels.gz says you're right.  Thanks
for correcting my misunderstanding.

However, gdm looped and crashed back to the login prompt at least 12
times and would not stop.  It would give me a brief window of about 3
seconds to type in root/password.  It took me about 12 times to type it
all in the time allotted.
