Bug#251264: gnome-panel: Top panel appears at bottom while being configured as top panel

My desktop is configured with 2 panel. A large bottom one for launchers
and a narrow top one for applets and menus. Since last update, my top
panel comes at bottom at startup, hidden behind normal bottom one. When
I check configuration, it appears it is well configured as a top panel,
but does not behave so.
