Bug#267431: Bug still present in Sarge, forgotten?

I use Sarge, which now has version 0.18-2 of gnome-cups-manager, and I
have this bug too.
The bug itself is closed, and I do not see bug 267431 in any of the
outstanding bug lists for sarge.
I know of the existence of criteria for packages to go from unstable to
sarge, but I  do not understand the criteria which might allow it to  go
into sarge, which might make this e-mail superfluous.
But in my view it not very logical to close a bug which is still present
(for sarge), and not list it anywhere else.  Does this mean it could be
forgotten?
