 You can check the PTS:
    <http://packages.qa.debian.org/g/gnome-cups-manager.html>
 it will give you reasons why your package isn't in sarge.

 I don't know wether the maintainer bothered to, but there's page where
 one can submit import changes to packages in sid that should make it
 into sarge ("don't forgte that bug"):
