libgtkhtml2 as shipped with Debian has a bug that seriously affects the
GIMP help browser plug-in (Debian package gimp-helpbrowser). The problem
is that it doesn't recognize the "id" attribute in anchors. XHTML 1.0
formally deprecates the "name" atrribute of anchor elements and replaces
it with "id". The effect of this problem is that the GIMP help browser
does load the correct help page but it doesn't jump to the anchor that the
user requested. This significantly reduces usefulness of the help browser.

This problem has been fixed upstream (see
http://bugzilla.gnome.org/show_bug.cgi?id=137854) and there is a stable
upstream release (version 2.6.2) out for quite a while already. Please
consider to update the libgtkhtml2 package to the latest released version.
