Bug#278143: gnome-applets: gweather fails to load forecast for Washington, DC and Dulles Airport

The gweather applet fails to load a forecast for Washington, DC and for
Dulles Airport in northern Virginia.  The patch below corrects this.

IWIN no longer seems to have a DCZ013 zone; there is only DCZ001.  This
zone should be used for DC.

Dulles is more correctly located in VAZ042; the airport is on the border
of Fairfax and Loudoun Counties, both in VAZ042.  It is 30 km from the
nearest part of DCZ001.
