Bug#271409: libgail17: locale files in common package ?

I noticed the locale files are in the libgail17 package. Checking on
libgnomevfs2.0, the locale are in the common package.... 

Wouldn't it be better to put the locales files in the common package or
maybe the common package has another signification here because I don't
see why the two gtk-2.0 shared object are not in the libgail17 to
concentrate the shared object in one package with the architecture any
and put the locales in a separate package using architecture all...

Is that making any sense ??
