The experimental package just follows the unstable and stable packages in
this regard.

The decision to use the -common package seems to have been been made quite
deliberately (it's "Architecture: any", not "all"; it has "Depends:
${shlibs:Depends}" and its description mentions shared libraries, but is not
a literal copy of the libgail17 description). Unfortunately, I'm not aware
of the reasoning behind it.
