Off the top of my head I'm expecting this to be a matter of the runlevel
tool not knowing how to handle file-rc runlevel configuration. Arguably
this should be Severity: serious (re: policy 10.3.1), but the tool is
still immature. file-rc support really needs to be realised for the
mature tool to be part of Debian.
