While I'm fairly sure that DNS was working and the loopback address
worked, my network scripts were rather broken overall (I have a somewhat
messy combination of hotplug, ifplugd, and ifupdown). The problem may
have been that a particular process spawned by ifup was never exiting;
at any rate, I cleaned those scripts up and GNOME now starts just fine.

It's probably still a bug that GNOME hangs instead of timing out and
displaying an error message about DNS or the loopback interface or
whatever may be wrong. Therefore, I'd like to leave this bug report open
(is it possible to change the bug subject line to something more
descriptive of the actual problem?), although probably as minor or
wishlist. If it would make more sense to file this as a separate report,
go ahead and close this report and I can do that.

Thanks for pointing me in the right direction here!
