One potential solution to this problem is to log out of GNOME, close
down the display manager, and manually kill GNOME processes. There were
multiple gnome-typing-monitor instances. Once these were dead,
restarting the DM and logging back in shows the typing break applet
present.

However as I'm sure you'll agree this isn't a practical approach if the
problem occurs a lot :) I will try and determine more about why it
happens.
