Bug#282729: gdm: zh_TW.UTF-8 also does not work and not using gnome-session

I am using the Debian default session. A similar error message ("Language zh_TW.UTF-8 does not exist. Using system default.") also appears.

I wonder if the root cause of this can be found. I can't dist-upgrade because that will uninstall my web server :-(
