On my system and on any system that do not have gtk-doc-tools installed.
Autobuilders probably was building packages that depend on gtk-doc-tools
before pango1.0 and so had it allready installed.

Anyway Policy says:
If build-time dependencies are specified, it must be possible to build
the package and produce working binaries on a system with only essential
and build-essential packages installed and also those required to
satisfy the build-time relationships (including any implied
relationships).

It does not say "it should be possible to build package in autobuilder".
