Yes, it's still there.  In fact, I now use a light background but the
problem hasn't gone away.  I still see a quick black flash when opening
a new tab.  Indeed, as you noted, it's much more prolonged if I create
the tab while resizing the window.  Maybe you have a fast machine /
video card (mine is a 2.2GHz Celeron with Intel 852GM integrated video
chipset) and the flash is too fast to notice.

I think that if you can't reproduce the original problem, the black
flash while resizing the window is a clue and if that is fixed, the
original problem will be resolved too.
