Bug#317938: gnome-panel: Dragging and moving panel to side of screen distorts icons

When clicking and dragging the Gnome panel to the side of the screen, in
order to place it vertically, any application launcher buttons on the panel scale to their maximum size.

The Applications/Places/Desktop toolbar items are the correct size, but
then only three massive icons are shown. This also means that trying to
pick up and drag the panel to its original location often ends up
clicking on one of the icons instead.
