Bug#319239: gnome-panel is trying to start twice

NO, No, No

319239 and 314888 are _not_ the same bug.  314888 talks about the panel
not being killed. I have verified that this is not the case. Note that I
stated "I have verified that there is no panel running after logout."

319239 has to do with two instances of the panel included in teh session
even if only a single instance is running!
