Bug#319239: gnome-panel is trying to start twice

You have probably missread the other bug "When i try starting a new
gnome session it gives a pop-up saying that gnome-panel is already
loaded" ... I guess that the bug submitter bet on the panel still
running from the previous session but that's for pretty sure the same
issue, it's registred 2 times.
