These are the system defaults, they are modifiable by the system
administrator.  These files perfectly belong in /etc.

If you know there is another bug report about it, why did you file a new
one?

We are perfectly aware of this issue, and a new gconf directory
structure is planned as we have enough time, so that autogenerated
defaults end up in /var/lib, and only the local modifications stay
in /etc.

However, bitching and filing random RC bugs won't make it happen
quicker.
