This isn't really the same as 305945.  That doesn't happen to me (my volume
doesn't start muted), but about half the time when I mute using
gnome-volume-control, unmuting resets my volume to 0.

I think the problem is at mute time, not unmute.  I hit the mute button on
my keyboard (which GNOME is configured to recognize), and sometimes the
resulting popup shows a speaker without notes but with the volume at the
same level, and sometimes it shows the volume all the way down.
