Bug#261150: default-x-display-manager asked at inflated priority

I see by the age of this bug that this is something that either got 
swept under the rug, or forgotten about.  This is biting me currently as 
I am packaging the entrance[1] display manager (hopefully for inclusion 
in Debian proper).  I think that this would be best addressed by 
utilizing the alternatives system, and abide by these rules:

    1. The primary display manager should be chosen by the installer and 
set itself as the primary for "x-display-manager"
    2. Any subsequent display manager installs should simply add 
themselves to the alternatives list for "x-display-manager" and change 
nothing. 
    3. Notify the user of how to update alternatives for each package, 
if the debconf level is set to high, do nothing.

While this may lead to unexpected results when a user explicitly 
installs a new display manager, it will eliminate any unexpected display 
manager switching by installing meta packages such as x-window-system-*
