I wrote too soon: must also depend on the following packages:

(Package, Version known not to contain the relevant .pc file,
 Version known to contain the relevant .pc file)

libxext-dev     6.9.0.dfsg.1-5  1:1.0.0-3
libxfixes-dev   6.9.0.dfsg.1-5  1:3.0.1.2-2+b1
libxi-dev       6.9.0.dfsg.1-5  1:1.0.0-3
libxinerama-dev 6.9.0.dfsg.1-5  1:1.0.1-2
libxrandr-dev   6.9.0.dfsg.1-5  2:1.1.0.2-3

Without having looked at the changelog or recent diffs for these
packages, I'd suggest adding the following Depends (including the
aforementioned libx11-dev):

 libx11-dev (>= 2:1.0.0),
 libxext-dev (>= 1:1.0.0),
 libxfixes-dev (>= 1:3.0.0),
 libxi-dev (>= 1:1.0.0),
 libxinerama-dev (>= 1:1.0.0),
 libxrandr-dev (>= 2:1.1.0.0)
