I can't reproduce this after setting LANG to en_GB.UTF-8:

grimlock:~$ export LANG=en_GB.UTF-8
grimlock:~$ locale

LC_MEASUREMENT="en_GB.UTF-8"

I notice in your screenshot that you didn't need to pass -e to echo, are
you using zsh (especially zsh-beta) by any chance?  If so, perhaps it's
worth trying in bash as well?
