Bug#352714: scrollkeeper: Scrollkeeper may crash with some LANGUAGE values, and cause Yelp to fail

This bug report comes from another one related to Yelp:

It seems that Scrollkeeper crashes when the LANGUAGE 
environment variable is set to a compound value, e.g.:
LANGUAGE=es_ES:es:en_GB:en

In the particular case of Yelp - which uses Scrollkeeper - 
this seems to force the rendering of a blank "Help topics"
page, when running "Help" menu item in Gnome "Desktop"
menu.

Yelp works well if run from the console with the following
command:
LANGUAGE=es_ES yelp


Please investigate this problem as it may make unusable 
other Debian packages.
