This is #145786, which has been known for a very long time and affects
quite a number of systems.

As it doesn't look like it is going to be fixed, the real fix is to
discourage use of arts and disable arts by default wherever possible -
which was done e.g. for SDL or GStreamer. If xine tries all plugins in a
certain order, like SDL does, it may be beneficial to simply remove the
arts plugin or put it in a separate package.
