This might not be a libpango1.0-dev bug after all. It depends on
libxrender-dev:
apt-get install libxrender-dev
libxrender-dev: Depends: libx11-dev (>= 2:1.0.0) but 6.9.0.dfsg.1-4 is
to be installed

I seem to have ended up with a mixture of incompatible X development packages
after my last apt-get upgrade a few days ago (this is AMD64 BTW).
For some reason I've got libx11-dev 6.9.0.dsfg.1-4 despite upgrading
from testing. Trying to apt-get install libx11-dev just brings up
a long list of dependency problems.
I have a feeling it might be easier to get the upstream source for libpango
etc. than to try and sort out the mess. I just hope I don't have to compile
X from scratch! Sorry for the noise.

John
