Filed upstream as http://bugzilla.gnome.org/show_bug.cgi?id=172653.
It's been fixed in development gtk 2.9.x, so will eventually make it
into gtk 2.10.  Until then at least you can use Ctrl+Shift+2014 to
insert an em-dash.
