 As you quote it yourself, dh_shlibdeps is the program adding -tudeb.
 The current dependency of debhelper on dpkg-dev is >= 1.13.13, which is
 higher than the 1.13.12 that you suggest.  I am reassigning to
 debhelper and closing your report.
