Bug#315256: menu-xdg: do not updated until kill & restart menu

no longer I think of the bug, because the update problem was in gnome-panel,
not in debian-menu system.

and sometimes those updates not occurs as newly-installed package's
.post_inst scripts do not launch menu-xdg update command.
