Epiphany sets the margins when requesting a printout from libxul, but
AFAICT the header/footer position is computed by libxul. It may be
possible to set its position by hand, but I think it should be set at a
reasonable place to begin with.

Because of that, I'm reassigning to xulrunner. Mike, please reassign if
you think it's better to compute the position in epiphany itself.
