I don't know. I have been able to configure gnome-control-center to stop
messing with the keymaps and this is enough for me.
If you want to try to reproduce it just change some binding with xmodmap
in ~/.xsession, e.g.:

#!/bin/sh
xmodmap -quiet - << END
keycode 26 = e E EuroSign
keycode 113 = Mode_switch 
END

exec gnome-session
