Unfortunatly I don't have any testing or unstable system at the moment,
so I cannot check this.

Yes, the gnome-settings-daemon is launched if I start the font
configuration from the control-center. And if I set the key for drawing
the background to false it leaves the background alone. But it still
screws up e.g. my keyboard settings. It looks like when the
gnome-settings-daemon is launched it enforces all gnome settings, not
only the settings of the control-center application you have launched.
Maybe this is even by design ... either all gnome or no gnome.

So as I have stopped to use galeon I will try to avoid the
gnome-control-center completely until I'm forced to use aanother gnome
application.

If it's only for me be free to close this bug.
