Thank you for your postings. As you requested, see below

$ su
Password:
debian:/home/foo# echo $LANG
ja_JP.EUC-JP

Nevertheless /etc/default/locale shows as below:

$ cat  
#  File generated by update-locale
#LANG=ja_JP.UTF-8

This is because I did NOT set a default locale by
a command # dpkg-reconfigure locales
