Bug#411154: libgtk2.0-doc: broken symlinks

Installing this package results in two broken symlinks:
/usr/share/doc/libgtk2.0-doc/pango -> ../libpango1.0-doc/pango
/usr/share/doc/libatk1.0-doc/atk -> ../libatk1.0-doc/atk

The first can be mended just by installing the package libpango1.0-doc,
therefore IMHO libgtk2.0-doc should at least Suggest libpango1.0-doc.

The same is almost true of the second link and libatk1.0-doc, but in
addition the target would be ../libatk1.0-doc/html (not atk).

In general, the whole thicket of Gnome and Gtk related documentation is
an awful mess.  Some packages seem to put the real files under 
/use/share/gtk-doc/html and make symlinks to there from
/usr/share/doc/$package, while others do just the opposite.  Surely a
minor sub-policy is needed :-)
