Bug#411889: please enable meta-release functionality

Please can you enable the meta-release functionality in update-manager?  See
attached patch.

My patch is using temporary URLs in people.debian.org/~rmh for testing
purposes.  But of course, I don't expect you to apply it with these URLs.
Can you put something more official instead?

FTP masters:  This feature is for detecting new releases.  We need something
equivalent to http://changelogs.ubuntu.com/meta-release, but of course we
aren't really going to use it untill lenny.  All we need at this point is
an agreed URL in ftp.d.o containing "meta-release" and
"meta-release-development" that update-manager can hardcode (Note: it can
cope fine with 404 errors).
