After a more careful examination on my system, I noticed that a
different behavior than desribed above.

* If gaim is started with "Shrink below normal size" turned off, then
  gaim does not shrink below normal size even if the option is turned
  on later.

* If gaim is started with "Shrink below normal size" turned on, then
  shrinking works. If the option is turned off in the same session,
  shrinking stops working as expected. Now turning the option on again
  does not have any effect.

So it seems that a restart of gaim is necessary, at least on my
system, to allow for shrinking. Not the behavior I would expect, but
good enough for me to be useful.
