Bug#412431: metacity: changing "Movement key" doesn't update until restart

If I change the "Movement Key" in the "Window Preferences" panel
(gnome-window-properties), the new key does not take effect until I
restart metacity.  I expect that it would take effect immediately, and
IIRC it used to.
