[Bug 341786] popup blocker also blocks pages opened from flash applets

Yes, Firefox exhibits the same behavior. Is that good or bad? I don't know in
their case, but Epiphany used to have a different behavior which was more
consistent with the user clicking on an A/href link on a page that launched a
new window.

Also, it seems Epiphany now opens the popup correctly when told to grant
pending popup requests (this fails under some circumstances).
