python-gtk2 also suffers from this with exactly the same problem while building 
it's own docs. This can be fixed in two ways:

1.) python-gobject-dev gets also an depend on "docbook-xsl" which then fulfills 
python-gtk2 build-deps (works i have tested this in a pbuilder) 

2.) one checks if it's ok to ship own copies of the needed xsl stylesheets within 
pygobject and python-gobject-dev. could be copied at build-time from docbook-xsl 
for example.

This would need more testing but could drop the imports of stylesheets from upstreams 
website - which is bad anyway if upstream has a service outage or moves it's files 
around or whatever.
