That's a good sign, as that is the full command gnome-screensaver runs
when the cosmos screensaver is activated. See 
/usr/share/applications/screensavers/cosmos-slideshow.desktop

Do you get any error messages if you run gnome-screensaver-preferences
from a terminal and switch between different screensavers, including
cosmos?

Another thing you could try is to run gnome-screensaver with --no-daemon
and/or --debug from a terminal and see if you can catch anything
interesting.
