Yes, it's a biggie, but at least in 2.16 it seems to be a little bit
smaller (about 15MB).  

For the future, I think the plan is to get rid of Locations.xml and put
this information online, at weather.gnome.org.

I think you can use dpkg-divert to get rid of it (moving it
to /dev/null).
