 This looks like a broken APT configuration on your side; I checked the
 Packages.gz file for etch/amd64 and it has:

Package: libwnck18
Version: 2.14.3-1

Package: libwnck-dev
Version: 2.14.3-1
Depends: libwnck18 (= 2.14.3-1)

 Everything seems normal.  Can you send the output of:
    apt-cache policy libwnck-dev
 and:
    apt-cache policy libwnck18
