Bug#430820: gnome-panel: Does not reserve space on top of lower monitor in dual-monitor setup

I have a dual-monitor setup using MergedFB with the ATI driver; xorg.conf
attached.  The two default gnome panels come up on the lower display as
expected.  The bottom panel correctly reserves space, and maximized windows do
not use that space; however, the top panel does not reserve space, and
maximized windows have their title bar hidden under the top panel.

Reporting this against gnome-panel, but the bug might actually lie elsewhere;
I don't know.
